create-rstack currently has Svelte application templates but no matching component-library starter. This PR adds JavaScript and TypeScript Svelte library templates, exposes them in the library prompt, and covers generation in tests. The TypeScript template generates Svelte declarations with svelte2tsx while keeping the library output bundleless.
